April 2019

On April 26, E-Verify deployed the Web service (WS) Interface Control Agreement (ICA) Version 30 (v30). ICA v30 includes changes that align WS with the E-Verify Modernization changes applied to the Web browser last year, and adds some behind-the-scenes technical features for software providers. Additionally, E-Verify deployed a few enhancements to both WS ICA v30 and the Web browser.

WS providers must update their WS interface to incorporate these enhancements no later than October 26, 2019.

New Features and Updates for Direct Access Users

Improvement Description Benefit to Users
Add automatic closure for all cases resulting in Employment Authorized.
  • Removes the requirement for employers to manually close cases resulting in Employment Authorized.
Update I-94 document number field to allow alphanumeric characters.
  • Ensures employers can create an E-Verify case using an alphanumeric I-94 document number.
Add new search filters so users can view all draft cases, or all cases automatically closed within the last 30 days.
  • Improves search capabilities, making it easier to locate draft cases and cases that automatically closed after receiving an Employment Authorized result.

New Features for Web Service (WS) Users

Improvement Description Benefit to Users
Enable users to create draft cases.
  • Allows users to save case information and continue submitting the case later.
Add an Edit Case Details feature, allowing users to ensure they entered the employee’s information correctly.
  • Promotes accuracy and reduces the chance of submitting cases with incorrect information.
Update the duplicate case check so it occurs earlier in the case creation process, before assigning a case number, and alerts WS applications if a user created another case with the same information within the last 30 days.
  • Reduces data entry.
  • Reduces the number of duplicate cases.
Update photo matching selection to accommodate situations where the photo displayed is not a photo of a person.
  • Allows the user to accurately record if the photo matches.
  • Allows the user to indicate that the photo displayed is not a photo of a person.
Update the photo match process to allow multiple file formats when uploading photos.
  • Allows users to upload documents in different formats, like .jpg, .pdf, or .png.
Add a requirement for WS users to upload both the front and back of photo match documents.
  • Reduces cost associated with mailing in copies of the documents.
Add automatic closure for all cases resulting in Employment Authorized.
  • Eliminates the requirement for employers to manually close cases resulting in Employment Authorized.
Eliminate Request Name Review Option.
  • Reduces the amount of steps a user needs to take to complete a case.
Streamline the Tentative Nonconfirmation (TNC) process so cases are sent to SSA and DHS simultaneously. If both agencies issue a TNC, then the employee will receive a dual TNC instead of one from each agency. The employee will also receive a dual SSA and DHS Further Action Notice.
  • Provides for faster results to employers and employees.
Consolidate all SSA and DHS Further Action Notices, so there is only one SSA Further Action Notice, one DHS Further Action Notice, and one Dual TNC Further Action Notice.
  • Reduces the number of Further Action Notices employees may receive.
  • Simplifies instructions for employees who choose to take action on their TNC(s).
Update final case results so WS applications only receive three final results for E-Verify cases:  Employment Authorized, Final Nonconfirmation, and Close Case and Resubmit.
  • Simplifies possible final case results for employers.
Provide feedback on validation errors.
  • Allows users to quickly correct data entry errors.
  • Helps prevent TNCs due to data entry errors.
Add new WS communication protocol called Representational State Transfer (REST).
  • Allows WS providers to integrate WS in a much simpler way than previously possible with Simple Object Access Protocol (SOAP).
Introduce a new authentication method called JSON Web Encryption (JWE) for both SOAP and REST.
  • Offers additional security for WS applications.
Enhance endpoint responses so they display text instead of number codes. For example, in v29 the WS provider’s application may receive a citizenship status response of “4,” whereas that same citizenship status will return in v30 as “US_CITIZEN.”
  • Reduces confusion and increases transparency.
Simplify case status codes. Now there will be a single case status returned for each case, along with a case eligibility statement.
  • Makes it easier to determine what actions can be taken on a case.
Add a requirement for WS end users to include their name, telephone number, and email address with each case submission.
  • Improves clarity on who submitted the case.
Add new search capabilities.
  • Improves search capabilities, making it easier to locate draft cases and cases that automatically closed after receiving an Employment Authorized result within the last 30 days.
Enhance the I-94 document number field to allow for alphanumeric characters.
  • Ensures employers can create an E-Verify case using an alphanumeric I-94 document number.
Prevent users whose company is in Pending Termination status from submitting new cases.
  • Eliminates the ability to create cases under an account that will terminate within 30 days or less.
Allow WS users to enter multiple names in the Other Last Names field (or indicate that the employee did not provide any Other Last Names) so E-Verify can check all names entered in the field.
  • Gives users the ability to enter more than one other last name.
  • Improves the accuracy of results.
  • Reduces the number of TNCs issued.
