On April 26, E-Verify deployed the Web service (WS) Interface Control Agreement (ICA) Version 30 (v30). ICA v30 includes changes that align WS with the E-Verify Modernization changes applied to the Web browser last year, and adds some behind-the-scenes technical features for software providers. Additionally, E-Verify deployed a few enhancements to both WS ICA v30 and the Web browser.

WS providers must update their WS interface to incorporate these enhancements no later than October 26, 2019.

New Features and Updates for Direct Access Users

New Features for Web Service (WS) Users

Eliminate Request Name Review Option.

Streamline the Tentative Nonconfirmation (TNC) process so cases are sent to SSA and DHS simultaneously. If both agencies issue a TNC, then the employee will receive a dual TNC instead of one from each agency. The employee will also receive a dual SSA and DHS Further Action Notice.
  • Provides for faster results to employers and employees.
Consolidate all SSA and DHS Further Action Notices, so there is only one SSA Further Action Notice, one DHS Further Action Notice, and one Dual TNC Further Action Notice.
  • Reduces the number of Further Action Notices employees may receive.
  • Simplifies instructions for employees who choose to take action on their TNC(s).
Update final case results so WS applications only receive three final results for E-Verify cases:  Employment Authorized, Final Nonconfirmation, and Close Case and Resubmit.

Add new WS communication protocol called Representational State Transfer (REST).

Introduce a new authentication method called JSON Web Encryption (JWE) for both SOAP and REST.

Enhance endpoint responses so they display text instead of number codes. For example, in v29 the WS provider’s application may receive a citizenship status response of “4,” whereas that same citizenship status will return in v30 as “US_CITIZEN.”
  • Reduces confusion and increases transparency.
Simplify case status codes. Now there will be a single case status returned for each case, along with a case eligibility statement.

Add a requirement for WS end users to include their name, telephone number, and email address with each case submission.

Prevent users whose company is in Pending Termination status from submitting new cases.
  • Eliminates the ability to create cases under an account that will terminate within 30 days or less.
Allow WS users to enter multiple names in the Other Last Names field (or indicate that the employee did not provide any Other Last Names) so E-Verify can check all names entered in the field. 
  • Gives users the ability to enter more than one other last name.
  • Improves the accuracy of results.
  • Reduces the number of TNCs issued.
